The panel has relief wood carving with an undercut second layer. The foreground shows three dimensional figures while the second layer is a lattice of ruyi motifs. The panel has cinnabar red lacquer and gold leaf.

The figures are wearing hats representing imperial officials. The scene is a formal gathering in the pavilion. Most of the figures are holding a written imperial submission (zou zhe). The flowers are peonies and symbolise wealth and honour. The ruyi represents good wishes. The pavilion is decorated with carved balustrades and lanterns.
